2 Timothy 1-5
First of all therefore, I exhort that petitions, prayers, supplications, and thanksgivings be made on behalf of all men,
2 for kings and all the ones being in preeminence, that we may lead a tranquil and quiet life in all godliness and dignity.
3 For this is good and acceptable before God our Savior,
4 who desires all men to be saved and to come to a full knowledge of truth.
5 For God is one, also there is one Mediator of God and of men, the Man Christ Jesus
Comment
The statement that God desires all men to be saved is noted in conjunction with his focus on kings and those being in preeminence. I tend to deduct most people weren’t praying for kings and those holding preeminent offices. God stating his desire that all men be saved refers to all sorts of men pantas anthropous (Greek) in various capacities, with particular note to kings and preeminent ones.
If God truly desired all men as individuals to be saved, he would save them. God is in Sovereign control of all things and he is the one who planned all created things before the world was created and is control of all things and He accomplishes all that he desires to accomplish.
Revelation 7:9
After these things I saw, and behold, a large multitude which no one was able to number them, out of every nation, even tribes and peoples and languages, standing in front of the throne, and before the Lamb, having been clothed with white robes, and in their hands palm branches.
Job 23:13

28 Come to Me, all those laboring and being burdened, and I will give you rest.
29 Take My yoke upon you and learn from Me, because I am meek and lowly in heart, “and you will find rest to your souls.” Jer. 6:16
30 For My yoke is easy, and My burden is light.
